Beautiful hand made tulle neck ruffs perfect finish to any circus look, great for perfomance, fancy dress or just to be fabulous!
They ruffs are made with thick dress tulle and are in 4 layers to make the really full, just part the tulle layers upwards to nget the full effect. Tie at the back to do up.
